Dr. Lilian Seenoi Barr is a political leader, community organiser and human rights advocate whose work has transformed inclusion, representation and racial justice in Northern Ireland. Born in Kenya and shaped by early experiences of inequality, she founded and led the Northwest Migrants Forum, creating vital support for migrants, refugees and minority ethnic communities. In 2023, she made history as Northern Ireland’s first Black elected representative and later served as Mayor of Derry City and Strabane, championing unity, belonging and social cohesion. A courageous voice against racism and exclusion, Lilian empowers women, young people and marginalised communities to lead, participate and thrive.
